Zümer 17-18:
- Allah(cc)'a isyanı sistematikleştiren batıl şeytani güç odaklarına(الطَّاغُوتَ) kulluk etmekten kaçınıp, gönülden Allah(cc)'a yönelenlere müjdeler var. Dolayısıyla, müjdele onları.

Tâğûtu “şeytanî güçler” olarak çevirmem konusunda bkz. sûre 2, not 250.
Taghut is from tughyan and means rebellion. If someone is called taghut (rebellion) instead of taghi (rebel), it would mean that he is a rebel incarnate. For example, if a person is called husn (beauty) instead of hasin (beautiful), it would mean that he has reached perfection in beauty. The other deities than Allah have been called taghut because it is rebellion to worship others besides Allah, but the one who has others worship him, is a rebel of the worst kind.ET
طغَیٰ “ ” (tagha): to be out of limits, this is why flooding of a river water which comes out of its banks is
called “ طغُْياَنٌ ” (tughyaan).
اَطْغَیٰ “ ” (atgha): made him cross the limit, or limit breaker, instigated him to mutiny, made him rebellious.
الطاَّغِیْ “ ” (at-taaghi): one who goes out of limits and breaks the law. Plural is “ اَلطاَّغُوْنَ ” (at-taghoon) and
الَطاَّغِيْنَ “ ” (at- taagheen).
طغَيْۃَ “ٌ ” (taghya) is a mountain difficult to climb.
طاَغيِۃَ “ٌ ” (taaghia): oppressive and proud, foolish and harsh. It also means severe lightning and dangerous
storm.
طغَوْیَٰ “ ” (taghwa) means rebelliousness and breaking the limits {T, M, Lisan-ul-Arab}.
طاَغوُتٌْ “ ” (taaghoot) has come from this, which is used for any limit breaker. It is also used for someone
who detracts from the right path and puts on the wrong one {T, M, R}.
Johri says it means “leader of the rebels”.
Zajaaj says that anything aside from Allah’s system, if followed, is “ طاَغوُْتٌ ” (taghhoot), i.e. every system
or law not based on the permanent values of the Quran.
In verse فیِ طغُْياَنہِِمْ يَعْمَہُوْنَ “ 2:15 ” (fi tughyaanihim yaamahoon), the word “ طغُْياَنٌ ” (tughyaan) means
rebellious, and in للطِاَّغِيْنَ “ 78:22 ” (littaagheen) has been used to mean rebellious as well.
The Quran has used the word “ الَطاَّغُوْتُ ” (taaghoot) against Allah at many places, which explains the
meaning i.e. every system which is based on human exploitation .
Any force which rebels against Allah’s law:
لا اِلٰہَ اِلَّا للهُ“ ” (la ilaha illal laah) has this meaning as well. This has been explained as “ اُعْبُدُوْ الٰلهُّ
(sabilit taaghoot) and has clarified that “ طاَغوُتُْ ” (taaghoot) means every system against the permanent
values. Those who fight for establishing a non-Godly or “ طاَغوُْتُ ” (taaghooti) system, have been called
اَوْلِيَاءِ الشَّيْطٰنِ “ ” (auliaish shaitaan), which means “fellowship of rebellious” (4:76). This also shows that
طاَغوُتُْ “ ” (taaghoot) and “ شيَطْاَنٌ ” (shaitaan) mean the same thing.
It has been further explained by saying:
4:60 These people want their decisions to be made by
This shows that shaitaan and taaghoot are not merely mental concepts but taaghoot means all those
rulers, the courts, those governments, those systems, which do not decide according to the Qurnic values
but according to man-made laws. To refer to them is refusal of Allah and following of the non-Quranic
values. Those who strengthen such systems are “ اَوْلِيَاءُ الشَيْطٰنِ ” (auliyaush shaitaan), i.e. working against
the Quranic values.
The Quran says:
69:11 when the flood came
اَلطاغَّيِۃَ “ ” (at-taghiyah) has appeared to mean severe thunder and lightning which had killed the nation of
Samood (69:5). But this punishment was in response to their rebelliousness and establishing a system
based on the human exploitation.
In surah Ash-Shams it is said:
91:11 Samood rejected the truth through their
Surah An-Najam says about the Messenger (pbuh):
53:17 his eye neither moved away from the right place,
nor transgressed its limit
In other words, the Messenger rightly points to the guidance in the light of the revelation, but up to the
point that Allah directed. He could not go beyond that point. As against other human beings, the
Messenger’s knowledge due to the fact that he was aware of the source of the revelation, was very vast,
but against the knowledge of Allah, it was confined within the defined limits. Allah gave the Messenger
the amount of knowledge as He deemed necessary for the human guidance (The Quran). The messenger
could not go beyond this defined limit.LOQ

This verse can have two meanings:
(1) That they do not follow every voice but ponder over what every man says and accept only what is right and true; and
(2) that they do not try to give a false meaning to what they hear but adopt its good and righteous aspects. ET
